Shortcut text and close icon overlaps after changing flag to RTL.

Issue description

Chrome Version: 65.0.3325.73 (Official Build)  Revision a20ac61a553221683d2f152384ea3a3d80e4c1e9-refs/branch-heads/3325@{#457} (32/64-bit)
OS:Windows(7,8,8.1,10),Linux(14.04 LTS),Mac(10.12.6, 10.13.1, 10.13.4)

Precondition: Enable Material Design extensions flag from chrome://flags

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://flags ,change 'Force UI direction' to 'Right-to-Left' and relaunch.
(2)Install any extension from https://chrome.google.com/webstore/category/extensions
(3)Navigate to chrome://extensions/shortcuts, enter shortcut for e.g 'ctrl+u' and observe the close 'X' icon.

Actual: Shortcut text and close icon overlaps after changing flag to RTL. 

Expected: Shortcut text should not overlap with close icon after changing flag to RTL.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3080.0

Note:Issue is also reproducible on M-64 Stable (build # 64.0.3282.168), M-65 Dev (build #66.0.3343.3) and M-66 Canary (build #66.0.3347.0)
