Pre-condition: Enable 'New Translate UX' flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome  and sign-in to Chrome with valid credentials.
2. Go to above URL and add the 'Google Hangouts' extension.
3. Right click on 'Google Hangouts' window to open context menu and click on 'Translate to English' option.
4. Now observe the translation bubble.

Actual: Translate bubble is misplaced.
Expected: Translate bubble should not be misplaced.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on M-64 Stable (build # 64.0.3282.168), M-65 Dev (build #66.0.3343.3) and M-66 Canary (build #66.0.3347.0)
2. This issue is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS) machines.
