ChromeOS issue: Select-to-speak and Chromebox is enabling by itself

Issue description

ChromeOS version: 63.0.3239.140 
ChromeOS device model: Acer Chromebook 11 (C740)  
Case#: 14821147

Description: Select-to-speak is enabled by itself while students are using their Chromebooks. 


Steps to reproduce: 
There are no steps that would trigger the issue at 100% of the time, but most of cases it happens when user access to Drive app.

select-to-speak doesn't stop when disabled

The video shows that Select-to-Speak continued speaking when disabled. This should no longer repro in more recent versions of Chrome, it's fixed here: https://cs.chromium.org/chromium/src/chrome/browser/chromeos/accessibility/accessibility_manager.cc?sq=package:chromium&targetos=chromium-chromeos&g=0&l=1291
