Non-Regression: Notification is seen without notification icon in OOBE screen

Chrome Version: 64.0.3282.167/ 10176.72.0  Stable-channel Daisy,Kip and Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, try rotating the screen using Ctrl+Alt+Rotate and observe

Actual: Only notification is seen and notification icon is not seen
Expected: When notification appears, notification icon should be seen

This is a Non-Regression issue seen from  M62

NOTE: Issue is not seen in Windows and Linux
      Issue is seen on M63 stable, M65 and M66 dev also

This is intentional. On OOBE and login screen, the notification tray is not shown.

Omri, please let me know in case that we need to change.
