The stats_manager utility introduced here (crrev.com/c/915643) needs to support
the following operations.
- given a timestamp remove all entries prior to that timestamp
- given a timestamp remove all entries after a timestamp
This is important when running power collection with time overhead (such as autotest) to ensure that the data is collected only during the test, and does not represent setup & teardown as well.
