Hotkey account switch doesn't always work.

Issue description

Chrome Version       : 63.0.3239.140
OS Version: 10032.86.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Log in to two accounts on one chromebook (tested on google pixelbook)
2. Attempt to switch between two accounts using Ctrl+Alt+, or Ctrl+Alt+.

What is the expected result?
Account switching always works.

What happens instead of that?
The account switching doesn't work if there is no chrome window open on the active account (i.e. there always has to be some tab open).


Please provide any additional information below. Attach a screenshot if
possible.
