This bug exists since 2013, is it really that nobody has solved the problem so far?

Unable to reproduce this issue on reported version 64.0.3282.140 using Windows 7, Windows 10, Mac 10.13.3, Ubuntu 14.04 with steps mentioned below.

1. Logged into chrome on 3 machines with valid id and opted for sync.
2. Now after full sync navigated to chrome://bookmarks and didn't observe any duplicate of bookmarks across all devices.

@REporter: Could you please check by syncing only bookmarks? Sometimes some extensions causes duplicate of bookmarks. Also does this happen only with your account or any other alternate accounts? This would help in further investigation of issue.

Еще раз, как всё происходит.
Имеется ПК домашний - назовем его "Номер один", ПК рабочий - "Номер два" и ноутбук.
1. Устанавливаем chrome на все 3 устройства.
2. Заходим в учетную запись на всех устройствах.
3. Импортируем закладки или добавляем вручную на первом устройстве
4. Ждем окончания синхронизации на все устройства.
5. Закрываем chrome на всех устройствах.
6. Открываем chrome на ПК "Номер один". Добавляем закладки. Ждем синхронизации. Закрываем chrome .
7. на ПК "Номер два" открываем chrome. Ждем синхронизации. Видим новые закладки. Закрываем chrome.
8. на ПК "Номер один" открываем chrome. Получаем дубли закладок, которые загрузились на пк "Номер два".

Т.е. chrome "забывает", что данные закладки уже есть на пк "Номер один"

Если зайти еще и на "третий" ПК получим те же закладки * 3

Once again, how everything happens.

5. Close the chrome on all devices.
6. Open the chrome on the PC "Number One". Adding bookmarks. We are waiting for the synchronization. Close the chrome.
7. on the PC "Number Two" open the chrome. We are waiting for the synchronization. We see new bookmarks. Close the chrome.
8. on the PC "Number one" open the chrome. We get duplicate bookmarks that were downloaded to the PC "Number Two".

Those. chrome "forgets" that these bookmarks are already on the PC "Number One"

If you go in addition to the "third" PC, we get the same bookmarks * 3

1) Could you share the exact URL and title of a sample bookmark that gets duplicated?
2) In the steps described in comment #7, is Chrome Sync enabled in step 2 ("We go to the account on all devices") for all 3 devices?

Что заметил. Если синхронизироваться все время только двумя устройствами (ПК дома + ПК рабочий) то через несколько синхронизаций ситуация становится стабильной, т.е. дубли перестают появляться. Но если подключить третье устройство (например, ноутбук) и зайти под той же учетной записью google, тогда после того, как все закладки загрузятся на третье устройство, вернувшись на первые два, мы увидим, что все те закладки, которые были загружены на третье устройство, появятся и на первом и втором. Через некоторое время, опять же, все наладится. 

Еще эксперимент: такое происходит когда на одном из трех устройств полностью удалить закладки, а потом импортировать их с другого браузера (Mozilla Firefox), тогда получим дубли. После каждой синхронизации на последующем устройстве.

Could you please clarify exactly the problematic scenario?
Is it only the import case or if you add manually?

You said that after a while everything will work out with 3 devices.
So duplicates are only a temporary situation?

In addition could you please share the exact title and url of the bookmark?
