Lag with VMware Horizon app in ChromeOS M64

Issue description

ChromeOS version: 64.0.3282.144 
ChromeOS device model: HP Chromebox CB1-(000-099) / HP Chromebox G1/ 
Case#: 	14984050

Description:In kiosk mode HP Chrome device is causing extreme lag when updated to version Chrome OS 64.

Customer has HP Chromeboxes on Kiosk Mode.
They are using 2 Apps for Virtual Machine: APPS.KOHLS.COM and VMware Horizon (this one is on Android App and Chrome Webstore App, both affected), since they updated to Chrome OS 64 they are having a lagging problem.
This is mostly on the graphic area, like moving to another monitor or between tabs, but they can see the lag when typing as well. 

If customer logs in normally the issue is not present. 


Steps to reproduce:  
1. Login to Chromebook on 64 
2. Login to any of the 2 Apps they have for Virtual Machine 
3. Lagging is visible, and gets worst after the user has been logged in a few time already 

Current Behavior / Reproduction: 
-There is a noticeable lag when using an App for Virtual machine 

Expected Behavior: 
-No lag should be visible

Timeframe when issue started: 
- Since they updated to 64.0.3282.144.

- Troubleshooting steps taken: 
- Customer has reverted back to 63 affected Chromebooks and they work fine again. 
- He is trying on a Pixelbook on DEV 65 and issue is not present.

I can confirm this same issue running Vmware Horizon using Asus Chromebox CN60's.    Multiple computers - all running 64.0.3282.144.  

Downgrading resolves the problem and Beta channel 65.0.3325.65 seems to be free of the issue as well.  We've frozen updates to version 63 on our domain until the issue is resolved.

Some more questions to narrow down scope of issue:

- Does the issue only occur in Kiosk mode?
- Does it occur with other Chrome apps than VMware Horizon?

We have the issue and we are not using Kiosk mode.  Seems we are only seeing it on VMware Horizon related access.

I would need more information regarding this bug in order to reproduce.

1. HP Chromebox G1 does not currently support arc applications
2. How are they setting up the VMWare client side? How are the customers using the VMware chrome horizon app
On Chromeboxes, we are using the Chrome OS Horizon app (not an Android app) and you can also access Horizon virtual desktops through an HTML5 client (over a regular web page).  Both methods experienced the lag.
Status: Verified (was: Untriaged)
Customer confirmed that it's fixed in M65 stable.
