Feature Request - better fullscreen support on linux

What steps will reproduce the problem?
1. Press F11
2. Move the mouse up to the top of the screen

What is the expected result?
The tabs, omnibox and bookmarks should appear

What happens instead of that?
The tabs, omnibox and bookmarks do not appear

I just switched from Mac to Ubuntu and one thing I've noticed about Chrome is that fullscreen is different. 

On the Mac version of Chrome, pressing cmd-shift-F will hide tabs and address bar. Moving the mouse up to the top of the screen will show the tabs and address bar.

On the Ubuntu version of Chrome, pressing fn-F11 will make the current tab fullscreen. Moving the mouse up to the top of the screen doesn't show the tabs or address bar.

I don't understand why the Mac version has something that the Ubuntu version doesn't.

Unless I'm missing something?

I have no idea if it's intentional or not, but I can reproduce this on Windows as well.

This sounds like Window Maximize on Mac (the same as hitting the maximize button in the window bar), which is a platform specific feature separate from "Fullscreen" mode in Chrome.
