Tab close button highlight is off-center in Incognito

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/64.0.3282.140 Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
KDE desktop
1. Open incognito window
2. Hover over 'x' tab close button

What is the expected behavior?
Red hover highlight is centered on the x

What went wrong?
Red hover is off-center in incognito compared to a regular window.

Able to reproduce this issue on reported version 64.0.3282.140, on latest beta 65.0.3325.51 and latest dev 66.0.3346.0 using Ubuntu 14.04, KDE environment, Windows 10 and Mac 10.13.3.

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.

It is looking fine and centered to me on macOS 10.12.6 with Chrome Canary 66.0.3347.0. I am using a Non-Retina iMac.

Zooming in on the image in comment 0, it's properly centered (I checked the pixel values).  As the image is zoomed smaller and smaller it begins to appear off-center right, which I suspect is an illusion based on subpixel layout.
