Refresh of focused tab steals desktop focus

Issue description

Chrome Version       : 64.0.3282.140
OS Version: Debian Testing, w/Cinnamon desktop
URLs (if applicable) : Google Internal, however key point is below:

If a tab has a page loaded with a meta refresh ex:
    <meta http-equiv="refresh" content="60">

And that tab is focused in a chrome window, refreshes of that tab will steal desktop focus if that crome window isn't focused.

I made a basic test page, but was unable to replicate on previously affected machines.
