Arc apps may have wrong top offset and black bar.

Issue description

What steps will reproduce the problem?
(1) Not all arc apps have this problem but gmail does. Open gmail.
(2) Enter overview.

A black bar is on the bottom. If we are using the new overview UI the top is chopped off as well.
