For Viz to be enabled on Android, we need to add Viz-process setup code to the browser proc.

After completing issue 811962, Android will have a GpuProcessTransportFactory like interface to CompositorImpl. We can ten create a second viz-specific implementation, modeled after VizProcessTransportFactory.

As with issue 811962, we may be able to share code with non-Android platforms.
