To allow better/quicker prototyping and benchmarking for new autofill
voting systems, we need to allow chrome to be able to send votes under
experiments, and then specify what experiments under which the votes are generated to query.

This will allow, for example, use non-stable channel to generate votes, and A/B testing between old and new votes. Not that once we have the votes classified under experiments, A/B testing can be run with all channels.
