Regression: Pages do not render correctly during scrolling

Chrome Version: Version 66.0.3346.0
OS: macOS 10.12.6
Device: iMac 21,5 Non-Retina; Magic Mouse 1

What steps will reproduce the problem?
(1) go to https://stadt-bremerhaven.de or http://appleinsider.com/
(2) scroll a little bit
(3)

What is the expected result?
No Graphic issues during scrolling.

What happens instead?
Graphic issue during scrolling.

Please use labels and text to provide additional information.
This is a regression. Works fine in Chrome 64 Stable.
Not sure, but I think this happens, when Google Ads are appearing on the page.

Looks a lot like issue 811196 and/or  issue 811248  and probably related to --root-layer-scrolls. The flag was turned off in ToT this morning to it should go away in next canary build.

Verified on Samsung Tab S2 having 66.0.3346.5 with comments mentioned in #1 using  http://appleinsider.com/ no longer reproducible.
