Regression: Scrolling is not possible, when mouse cursor is on Google Ads

Issue description

Chrome Version: Canary 66.0.3346.0 
OS: macOS 10.12.6
Device: iMac Non-Retina, Magic Mouse 1

What steps will reproduce the problem?
(1) Go to e.g. https://stadt-bremerhaven.de/google-erinnert-ab-15-februar-wird-bestimmte-werbung-geblockt/
(2) Mouse over a Google Ad
(3) Try to scroll

What is the expected result?
Scrolling should be possible.

What happens instead?
Scrolling is not possible.

Please use labels and text to provide additional information.
This is a regression. Works fine in Chrome 64 Stable.

I will work on this, the issue exists when both latching and oopif are enabled.
