This bot has been consistently red/purple for... weeks. There's nothing in the trooper playbook about broken device affinity. (I don't even see how you or SoM came to the conclusion that that's what's going wrong, as I don't see anything about affinity in any of the recent broken builds, or in any of the red swarming shards.)

If there's something troopers can do here, let me know. But I think this is a speed thing.

Looks like this was only an issue in build 1211 https://ci.chromium.org/buildbot/chromium.perf/Android%20Nexus6%20WebView%20Perf/1211
The bot seems to have resolved itself and the red/purple is back to it's usual level of red/purple
