Issue description

Description:
Add policy to manage Automatic downloads setting
chrome://settings/content/automaticDownloads 

Use case:
This will allow the enabling/disabling of the setting through a policy and also whitelisted sites can be added as a list.

Motivation:
This setting can only be managed individually at the moment.

Existing workarounds:
n/a

Did a bit of research into this, and it looks like it's not just mapping a preference to a policy, but rather implementing 3 policies, similar to other content settings-related policies.

Re-assigning to blumberg@ for prioritization.
