Regression: Unwanted blink of focus is seen on email id in Sign in overlay after clicking on it.

Issue description

Chrome Version: 66.0.3346.0 Revision 21b7a819b0547b7ade4252a162cc4c98ba29f149-refs/heads/master@{#536238}(32/64 bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, click on Avatar icon and click on 'Sign into Chrome' button.
(2) Click outside of sign in overlay and then click on overlay, Observe.

Actual: Unwanted blink of focus is seen on email id after clicking on it.

Expected: No such a blink should seen.

This is a regression issue, broken in 'M65' Using the per-revision bisect providing the bisect results,

Good Build: 65.0.3322.0 (Revision : 529188)
Bad Build: 65.0.3323.0  (Revision : 529554)


You are probably looking for a change made after 529200 (known good), but no later than 529201 (first known bad).

Note: 1.Issue is not seen on Mac(10.12.6,10.13.1,10.13.2) OS.
      2.The above issue is also seen on Beta build #65.0.3325.51,Dev build #66.0.3343.3

Triaging Signin bugs: https://chromium.googlesource.com/chromium/src/+/c5b1b958410e27908e10b9c3c4fdf54347a5e65c couldn't possibly broken this, as that CL just updated some documentation.
Bumping down priority to P2 (to be honest, it's probably even P3).

IUUC, signin overlay is managed by GAIA.
Mihai, should we reassign this to GAIA folks or is it a bug in Chrome overlay implementation?
