Issue descriptionChrome Version:66.0.3346.0 (Official Build) 21b7a819b0547b7ade4252a162cc4c98ba29f149-refs/heads/master@{#536238}(64 bit) OS: Mac(10.12.6, 10.13.1, 10.13.4). Steps to reproduce: 1. Launch chrome ,navigate to NTP and open devtools. 2. Go to ‘source’ section and click on ‘Learn More’ link. 3. Again navigate back to DevTools window and observe. Actual: DevTools window appears blank after clicking on ‘Learn More’ link in sources section of DevTools. Expected: DevTools window should not appear blank after clicking on ‘Learn More’ link in sources section of DevTools. This is Regression issue broken in 'M-66’ and Using the per-revision bisect providing the bisect results: Good Build:66.0.3345.0 (Revision : 536027) Bad Build:66.0.3346.0 (Revision : 536238) You are probably looking for a change made after 536162 (known good), but no later than 536163 (first known bad). Likely the same underlying issue as issue 813225 , regressed non-surface-sync behavior while surface-sync was enabled.

Surface sync is now enabled, and if it sticks, then the old path will go away.

Update: Rechecked the above issue on Mac(10.12.6,10.13.1,10.13.4)OS using latest canary(build#67.0.3375.0) and fix is working as intended. Please refer attached screen cast for the same. Thank you...

Just a heads up, M66 Stable cut is on April 12th, 10 days away. This issue is marked as RB-Stable for 66. Please make sure to address this issue prior to stable cut. Thanks!
