Blue focus ring appears distorted for text under 'What's New' option in Devtools

Issue descriptionChrome Version: 64.0.3282.167 (Official Build) Revision bf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671}(32/64 bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS). What steps will reproduce the problem? (1) Launch chrome, navigate to NTP and Inspect. (2) Click on 'Customize and control Devtools' icon > More tools > What's New. (3) Try to get tab focus on the list and observe the blue focus ring. Actual: The blue focus ring appears distorted. Expected: The blue focus ring should not appear distorted. This is a non-regression issue, seen from M-64 build #64.0.3265.0. NOTE: 1. Issue is also seen on M-64 Beta(build #65.0.3325.51), Dev(build #66.0.3343.3), Canary(build #66.0.3346.0) Kindly refer the attached the Screen-cast.
