Unwanted space is seen near bookmark icon after creating folder with no name.

Chrome Version: 64.0.3282.167 (Official Build) Revisionbf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671}(32/64-bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page and create folder with no name.
(2) Open NTP and right click on created bookmark folder and select 'Add page' option.
(3) Observe under Bookmarks bar.

Actual: Unwanted space is seen near bookmark icon.

Expected: No such a space should seen.

This is a non-regression issue,seen from 'M60'(60.0.3072.0)

Note: 1.Issue is not seen on Mac(10.12.6,10.13.1,10.13.2) OS.
      2.The above issue is also seen on Beta build #65.0.3325.51,Dev build #66.0.3343.3 and Canary build #66.0.3346.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
