Regression : Unnecessarily bidirectional arrow pointer is seen on browser fullscreen.

Issue description
Version: 64.0.3282.167 (Official Build) Revisionbf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671}(64-bit)
OS: Mac OS X(10.13.1)
What steps will reproduce the problem?
1. Launch chrome,click on full screen icon of browser and navigate to full screen.
2. Now place mouse cursor over full screen icon and press 'Ctrl + Cmd + F' key to exit full screen mode
3. Now again press 'Ctrl + Cmd + F' key for full screen and click on full screen icon and move pointer,observe (Refer screen cast)
Actual: Unnecessarily bidirectional arrow pointer is seen and it doesn't disappear immediately after cursor movement
Expected: Unnecessarily bidirectional arrow pointer should not be seen and it should disappear immediately after cursor movement
This is regression issue, broken in ‘M 62’ and below is the bisect info :
Good build: 61.0.3163.0 (Revision: 488529).
Bad build: 62.0.3164.0 (Revision: 488823).
You are probably looking for a change made after 488686 (known good), but no later than 488687 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

2. Above issue is not seen on Windows (7,8,8.1,10),Linux (14.04 LTS) OS and Mac OS X(10.12.6,10.13.4)
