Non-Regression: Connect and Close buttons are staying in the middle 'Join WiFi network 'of the overlay when resized both upwards and downwards

Issue description

Chrome Version:66.0.3344.0/10399.0.0 Paine,Candy,Peppy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In Connect to Network overlay, click on any WiFi available
(2)Drag the Join WiFi network overlay both upwards and downwards and observe the Connect and Close Buttons

Actual: Connect and Close buttons are staying in the middle of the overlay when dragged
Expected:Connect and Close buttons should be seen at the bottom of the overlay

This is Non-Regression issue seen from M65.

NOTE: Issue is not seen on Linux and Windows.
      Issue is not seen on M64 beta.

We should probably prevent resizing of the dialog, but this is a pretty minor issue.
