Regression : 'Join Wi-Fi network' overlay is not getting closed on clicking 'Close' option after choosing option from 'Security' drop down through keyboard in chrome://settings

Project Member Reported by mmanchala@chromium.org, Feb 13 2018

Issue description

Chrome Version: 65.0.3325.67/10323.31.0 beta-channel Falco and Quawks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> go to chrome://settings page -> Now click on 'Add connection'-> Click on 'Add Wi-Fi...' -> 'Join Wi-Fi network' overlay is seen
(2)Now in overlay click on 'Security' drop down -> press Down arrow key from Keyboard to select any option(Ex:EAP)
(3)Now close overlay and observe overlay is not getting closed
(Please refer Video)

Expected: 'Join Wi-Fi network' overlay should get closed on clicking 'Close' option after choosing option from 'Security' drop down through keyboard
Actual: Instead selected option gets selected and overlay is not getting closed

This is regression Issue as same is working fine in 64.0.3282.144/10176.68.0 stable-channel Quawks

@stevenjb : Please confirm the Issue

Note: Issue is seen om M-63 and on latest M-66 also

This is expected behavior. Clicking away from an open dropdown selects the item and should not have any other side effect.

In 64.0.3282.167/ 10176.72.0 Stable-channel build observed:
Select any option using Down arrow key from Keyboard 'Security' drop down (Focus is on Selected option) -> Now move mouse cursor on 'close' option -> observe focus vanishes from selected option(Please refer 'Expected_FocusOn 64.0.3282.167' video)
But on new 'Join Wi-Fi network' overlay observed focus stays on selected option even after moving mouse cursor (Please refer 'Actual_Overlay' video)

Reopening Issue for confirmation. Please close if this is also WAI.

Thanks..!!

The Views based dialog had slightly different behavior. There is not much incentive to make them the same since we are largely moving away from Views based dialogs.

Still WAI.
