Non-Regression: Delay is seen while opening/closing the menu at ubertray sections when Fishbowl page is kept opened

Issue description

Chrome Version:66.0.3344.0/10399.0.0 Falco,Candy,Peppy
OS:Chrome OS

Fish bowl URL: https://testdrive-archive.azurewebsites.net/performance/fishbowl/default.html

What steps will reproduce the problem?
(1)Sign into user >>launch chrome and go to above URL >> keep the fish count to 2000[max]
(2)Now in ubertray >>click on any section like Accessibility and Observe struck/delay while opening(kindly refer video)

Actual: Delay is seen while opening/closing the menu at ubertray sections 
Expected: No such delay should  be seen.

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS

This is noticeable, even slightly on Eve. I wonder if there's some way we should be prioritizing OS-level GPU usage?

We prioritize UI GPU usage over renderer GPU usage in the GPU process but that's limited to issuing of commands and not real prioritizing on the GPU. Also doesn't affect ARC++ apps.
