Write a fuzzer that generates random policy protos and verifies that No Bad Things Happen (TM).

- Randomly generate ChromeDeviceSettingsProto and CloudPolicySettings protos
- Feed them into DeviceSettingsProvider::DecodePolicies, policy::DecodeDevicePolicy and DecodePolicy in cloud_policy_generated.cc.
- Check that the resulting policy_map and PrefValueMap doesn't have bad values (definitely nullptrs, but maybe we can check for more like schema)
