Issue descriptionChrome Version: 64.0.3282.167 (Official Build) Revision bf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671} 32/64-bit. OS: Win(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1,10.13.4). URL: https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd/related?utm_source=chrome-ntp-icon What steps will reproduce the problem? 1. Launch chrome and sign-in to Chrome with valid credentials. 2. Go to above URL and add the 'Google Hangouts' extension. 3. Right click on 'Google Hangouts' window to open context menu and click on 'Translate to English' option. 4. Now observe the translation bubble. Actual: Translate bubble doesn't load properly. Expected: Translate bubble should load properly. This is a non-regression issue, seen from M-60 series. NOTE: This issue is also reproducible on M-65 Beta (build # 65.0.3325.51) and M-66 Canary (build #66.0.3345.0) Kindly refer the attached screen-cast for reference. Thank you.
