Regression:Blue highlight doesn't appear properly after mouse hover on enabled option.

Issue description

Chrome Version: 64.0.3282.167 (Official Build)Revision bf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671}(32/64-bit)
OS:Windows (7,8,8.1,10) and Linux (14.04 LTS) OS

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://flags/
(2)Click on drop down button of 'disabled' button.
(3)Hover mouse on Enabled option and observe.

Actual: Blue highlight doesn't appear properly after mouse hover on enabled option.

Expected: Blue highlight should be properly (completely) visible after mouse hover on enabled option.

This is a regression issue broken in 'M64' and below is the manual bisect info
Good Build: 64.0.3276.0(Revision:518819)
Bad Build:  64.0.3277.0(Revision:519018)

Note:
1.Issue not seen on Mac OS X(10.12.6,10.13.1,10.13.4)
2.Issue is also seen on Stable build #64.0.3282.140,Beta build #65.0.3325.51,Dev build #66.0.3343.3 and Canary build #66.0.3345.0

You are probably looking for a change made after 518990 (known good), but no later than 518991 (first known bad).

Hi, could you help me understand the issue here.

For me any of the options on mouse over is highlighted blue. Are you talking about the thin strip of white at the bottom of the drop down?

Reduced the priority as it's not end a user facing page.

Expected: Thin white strip at the bottom of drop down should not be seen.
