Regression : Unable to move focus on 'Sign in to chrome' overlay after pressing 'Tab' key in chrome://devices/

Issue description

Version: 64.0.3282.167 (Official Build) Revisionbf44778c9ce98ecff1128b225a165728044bbdeb-refs/branch-heads/3282@{#671}(64-bit)
OS: Mac OS X(10.12.6,10.13.1,10.13.4)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://devices/ and click on sign in link to open overlay
2. Now press 'Tab' key to move focus on 'Sign in to chrome' overlay and observe
 
Actual: Unable to move focus on 'Sign in to chrome' overlay after pressing 'Tab' key
Expected: Should be able to move focus on 'Sign in to chrome' overlay after pressing 'Tab' key

This is regression issue, broken in ‘M 64’ and below is the bisect info :
Good build: 64.0.3257.0  (Revision: 513643).
Bad build: 64.0.3258.0 (Revision: 513994).

You are probably looking for a change made after 513738 (known good), but no later than 513739 (first known bad).

Triaging Signin bugs: bumping down priority.

Mihai, your CL description (https://crrev.com/c/747181) mentions sign-in flow started from extension. Could it affect chrome://devices as well?
My CL does not affect at all this flow.

It looks like there have been multiple issues with the Sign-in tab-modal dialog. As we made no changes to the way the sign-in modal dialog is presented, this is probably an issue with the modal dialog.

ellyjones@: It looks like you are an owner of chrome/browser/ui/cocoa/constrained_window/ ad have contributed changes in that folder recently. Would you know if anything changed that could explain this behavior?

We were unable to reproduce this bug on latest canary #72.0.3610.0 on Mac OS X(10.12.6,10.13.1,10.13.4)
