Notifications visibility issue in case of dual monitor setup (Extended mode).

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
Setup Details:
   Primary monitor - Desktop Monitor - Dell P2214H
   Secondary Monitor - Dell Laptop monitor

Resolution of both the displays:
   Desktop 1920 x 1080 , 60 Hz screen rate
   Laptop 3200 x 1800 , 60 Hz screen rate

Magnification Level in extended mode of dual monitor setup: 
   Desktop - 100%
   Laptop  - 200%

Issue:
   Notifications are not visible in 200% magnification 
   level of secondary display for extended setup mode. 
   If magnification level is set to 150% or less then 
   notifications are getting shown. The API used to show 
   notification is chrome notificaiton() API. 

   More Info:-
   Dual monitor setup has following has following modes.
   1)Extended
   2)Duplicate
   3)Primary screen only
   4)Secondary screen only.

   The issue is getting seen only in case of extended 
   screen mode for magnification 175% or above.

What is the expected behavior?
Notifications should be visible in every magnification level of extended screen setup mode.

What went wrong?
Notification is not getting visible in extended screen mode for magnification level 175% or above. If magnification level is set to 150% or less then notifications are getting shown.

I'm not familiar with windows, but my understanding is that we're migrating to use platform's notification.

Can you try "enable-native-notifications" in about:flags?

"enable-native-notifications" for Windows is only available in M68 Canary and Dev for now, while the issue seems to be in M63. So please make sure you have the right chrome version and channel before trying out "enable-native-notifications" in about:flags.
