Regression:Default cursor highlight is missing at password field in 'Connect to a network' overlay |

Issue descriptionChrome Version:66.0.3344.0/10399.0.0 Falco,Candy,Peppy OS:Chrome OS What steps will reproduce the problem? (1)Recover Build >>In OOBE screen, go to 'Connect to a network' screen (2)Click to connect to any network and Observe Actual:Default cursor highlight is missing at password field Expected:Default cursor highlight should be seen at password field This is a Regression issue as same is working fine in 66.0.3341.0/10382.0.0 dev Note: Issue is not seen on Linux,Windows OS @stevenjb : Please confirm the issue Attached the screencast for reference..

I don't think this is a regression in 66, I think it has always been an issue for configured networks. (New networks work OK). This affects 65 as well and I would like to fix it there (the fix is pretty small).
