MediaRecorder WebM/PCM Data corrupted?

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Steps to reproduce the problem: 1. Record live audio using the MediaRecorder API with a mime type of: audio/webm;codecs=pcm 2. Save the blob and download it 3. Try to play it back in VLC 3.0.0 - it's unplayable What is the expected behavior? WebM/PCM playable audio file. What went wrong? If I try the same thing, but use the opus codec, the file is playable. To reproduce this, I slightly modified the record-live-audio demo from https://github.com/mozdevs/MediaRecorder-examples. The codepen of my slight change to use the pcm codec is available as a codepen: https://codepen.io/baronreznik/pen/RQgJOX If you record a PCM file, it is playable within chrome, but the downloaded version is not playable. Is this a bug with Chrome or VLC? When I try the same thing with an opus file, it's playable in Chrome and the download is playable in VLC. In both cases, the duration of the audio file is not properly determined by VLC. Did this work before? N/A Does this work in other browsers? Unable to reproduce the issue on chrome reported version 64.0.3282.140 using Mac 10.13.1 with steps mentioned below: 1) Launched chrome reported version and navigated to URL: https://codepen.io/baronreznik/pen/RQgJOX provided in comment#0, recorded and downloaded the audio 2) As the downloaded audio is in webem format, we have converted it to mp3(attached is the coinverted file) and played the audio file in VLC 3.0.0 3) Audio file got played successfully Observation: Also tested the issue on Mac 10.12.6 on chrome reported version 64.0.3282.140, unable to reproduce the issue @Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue.
