Cursor won't be rotated with device with external mouse

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.24.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.59 Safari/537.36
Platform: 10323.24.0 (Official Build) dev-channel coral-unibuild (astronaut blue bruce coral lava nasher nasher360 porbeagle robo robo360 santa whitetip) test

Steps to reproduce the problem:
0. select flippable or pad device to test
1. Rotate screen and login system
2. plug-in external mouse
3. move mouse and check cursor

What is the expected behavior?
mouse cursor should be rotated with device

What went wrong?
if device is flippable, cursor will be upside down under tent mode
if device is pad, cursor will be portrait under device landscape mode

This seems to be fixed on ToT.

What is the status here?  There are internal reports of this still.  See b/111866756
In ToT, when mouse is connected in tablet mode, the tablet mode will end and screen rotation will be reset, so the mouse cursor is always pointing to the right direction.
