Please enable *Right* Alt (Alt Gr) + Arrow too as backwards navigation shortcut

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Steps to reproduce the problem: Steps to reproduce the problem: * Test on Windows machine * Install and select "US International Keyboard" * Navigate to a web-page, and press some links * You want to navigate back * You must press the *Left* Alt + Left Arrow buttons to achieve this, the *Right* alt (Alt Gr) button won't work. You recently removed the backspace button which I'm not too happy about it, because I don't like pressing two buttons in place of one, especially for such a trivial task as navigating backward/forward. Anyway, not only you require the user to use two buttons, but you require them to use two hands, because only left alt works. The right Alt doesn't do anything. And since there is a huge gap between the left Alt and the arrows, you have to use two hands in order to navigate backward/forward. This is outrageous, especially when coming officially from Google that is supposed to make the web more responsive. Chrome version: 64.0.3282.140 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0 What is the expected behavior? Alt Gr should act the same as Left Alt in all keyboard shortcuts, for all keyboard layouts. What went wrong? The Right Alt (Alt Gr key) is ignored by Chrome. Did this work before? Able to reproduce the issue on Win-10 using chrome reported version #64.0.3282.140 and latest canary #66.0.3345.0. Issue is not seen in OS-Linux and OS-Mac. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
