Medium-sized project to make bookmark apps (and PWAs) independent from the extensions system.

It's been years, and it isn't quite the right fit. For one thing, it means we have to store a bunch of extra metadata in extension keys.

This is going to require re-implementing a bunch of functionality, though (sync), and a migration of user state.
