Right edge of frame on Windows hard to resize

Issue description

After the Chrome window changes size due to creation/changing maximized state, on Windows, the right edge is very difficult to resize.  There's about a 1 px-wide region that produces a resize gripper, when there should be something like 8 or 16 px (I forget).

The corners can be resized, and once you do that, the right side seems to give a correct gripper region.

I don't know when this regressed.

Hmm... yeah that's odd. I thought you might be talking about just around the caption buttons, which we should have fixed way back in  bug 548619 . But it seems to be the whole right side. We should investigate this as a regression.

It seems to be fixed if you enable windows10-custom-titlebar though :)
 Issue 750721  has been merged into this issue.
