When connected to three displays ,screen tearing occurs on the third display

Issue description

Chrome Version: 64.0.3282.157
Chrome OS Version: 10176.69.0
Chrome OS Platform: Veyron-Tiger
Network info: GoogleGuest

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Connect two monitors to a touch enabled device. You should have a total of three monitors including the source monitor. I am using an external dongle to connect two external monitors.
(2)Power on your device and log into a public session or guest mode.
(3)If screen tearing is not occurring, break into vt2 then go back to chrome

Expected Result:

All external displays should load properly

Actual Result:

Screen tearing is happening on the third display

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Sometimes

What is the impact to the user, and is there a workaround? If so, what is
it?

No major impact since the tearing does go away after a while.

Please provide any additional information below. Attach a screen shot or
log if possible.

Using Veyron-Tiger connected to two external monitors. 1 - HP ZR2440w connected using HDMI. 2 - HP ZR24w connected using dual dvi connection. All these connections are being routed to an external dock (STRONGR) using a USB 3 cable. This problem only seems to occur when 2 external displays are connected.

disconnecting and connecting the USB cable from the STRONGR seems to fix the issue

The only way to connect 3 displays to a veyron is with displaylink... :)
