Update systrace --from-file in catapult so that it outputs a more descriptive filename.

Project Member Reported by carmenjackson@google.com, Feb 12 2018

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
systrace --from-file=filename.ctrace outputs trace.html in all cases.

Can we update it so that the output filename is 'filename.html' instead, so that it's easier to run --from-file on multiple files without accidentally overwriting the output or needing to update the output file manually?

What is the expected behavior?
