This regression also came with some desirable performance improvements around power and idle wakeups, which were achieved with the pinpointed CL. Assuming the UMA data look good in the field (reduced idle wakeups and CPU usage), I will WontFix this. See https://bugs.chromium.org/p/chromium/issues/detail?id=753544#c8 for a fuller analysis.
