Steps to reproduce:
  1. Launch Google Chrome
  2. Tap Menu → Settings → Google Chrome → Terms of Service 
  3. Observe that terms of service page is opened correctly.
  4. Again Tap Menu → Settings → Google Chrome → Terms of Service

Observed results: Observe that from the second time onwards Terms of service page is slightly hidden under to toolbar. Need to scroll down a little but to see the top of the page

Expected results: Terms of service page should be displayed correctly all the times.
