Populate OS version info in WebView UMA

The Chrome histogram dashboard has an "OS flavor" filter showing e.g. "Android_N". The WebView dashboard has the same filter, but there's no data.

This is most likely "OS" in https://cs.chromium.org/chromium/src/third_party/metrics_proto/system_profile.proto.

Yep! Specifically, it's inferred from os.version.
