Simplified mode mini-infobar shows up over full-screen mode

Issue description

Chrome Version: 65
OS: Android

What steps will reproduce the problem?
(1) Enable "Simplified Mode for Accessibility" flag + setting
(2) Browse to bbc.co.uk article with a video
(3) Play video at full screen

What is the expected result?

See full screen video

What happens instead?

Mini-infobar for simplified mode is persistently over full screen occluding controls at bottom

* Not sure if this intended behavior but it definitely makes it hard to ignore a mini-infobar (which seems not intended)

This is WAI from the infobar perspective. We only recently started adding unique hiding logic for individual infobars (HATS primarily). We tried simply hiding the infobar container when full-screen was enabled, but are some that we still need to show (permissions for example).

That being said, it might be worth having a control system to specify when an infobar is allowed to show on a single page.
