[Select-to-Speak] When large mouse cursor is on, holding search + click-and-drag in STS doesn't move mouse

Issue description

The mouse doesn't move while drawing the focus ring, although the focus ring does drawn as expected, when the large mouse cursor is on.

Flag enabled: #enable-experimental-accessibility-features

# Enable STS and Large Mouse cursor in Accessibility Settings
# Hold down search while dragging highlight around text on any page
Works as expected, highlight is rendered properly, text is read as expected.

It also works if you highlight the text first and then press ctrl + s. 


Components: UI>Accessibility>SelectToSpeak
Moving from just having STS label to also having the UI>Accessibility>SelectToSpeak component to make searching easier in the future.
