Cross domain iframe embedded videos not clickable (sometimes)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Login to Linkedin.com and navigate to URL using a Windows computer.
2. Interact with first video. (Notice cursor marks it as clickable)
3. Scroll down and try to interact with other videos. Notice that the cursor and elements on the video player are not clickable.

Notes:
* On a Windows virtual machine, the right 1/4 of the iframe is clickable. (this could be a separate issue related to the VM, but just calling it out).
* This is not reproducible on Mac OS X 10.12.6 on 64.0.3282.140 -- only Windows.
* This looks related to  Issue 807112 , but does not require the Strict Site Isolation flag, and appears to only happen on Chrome on Windows.

What is the expected behavior?
The expected behavior is that the videos should all be clickable, as they are in other browsers and before 64.0.3282.140.

What went wrong?
Cannot click on videos in cross-domain iframes.

shane.afsar@ Thanks for the issue.

Tested this issue on Windows 10 on the reported version 64.0.3282.140, latest Stable 64.0.3282.168 and Canary 66.0.3348.0 and unable to reproduce the issue by following the steps given above.

On Signing into Linkedin.com and navigating to the above URL, we are able to click on the video player and videos are playing without any issues.
Attached is the screen cast for reference.

Request you to check and confirm if anything if missed from our end in triaging the issue.

Also request you to retry the issue by updating Chrome to the latest Stable and on a new profile without any flags/extensions and update the thread with the observations.

Thanks for the screencast. I'm still able to reproduce the issue on 64.0.3282.167 (latest based on chrome://settings/help ), and on Canary 66.0.3352.0 - both on Windows.

I've noticed that when looking at the Chrome Debugger on the Windows instance, iframes are appearing as if the Strict Site Isolation Flag is on (Screenshot attached). As a counter-point, I only see iframe DOM appearing at the bottom of the debugger on my Mac instance when the Strict Site Isolation flag is on.

So, even though chrome://flags/#enable-site-per-process appears to be set to "Disabled" on the Windows instance, I'm wondering if there is another setting that is causing the iframes to behave as if the Site Isolation Flag is on. I will try this on a non-managed Windows 10 device next.

Note that this issue only seems to occur when the domain is cross-site. e.g. When the parent page is www.linkedin.com, and the iframe player is pointing to www.linkedin.com, the issue on the video doesn't occur. However, when the iframe player is pointing to another domain (media.licdn.com), the issue is reproducible. 

Are there other Chrome settings/flags that I should look out for that could be causing this?

Thanks for the report!  Speculatively adding site isolation component, in case this does turn out to be specific to site isolation per #3.

It's possible that even if you have chrome://flags/#enable-site-per-process disabled, site isolation might be turned on for you via enterprise policy.  You can confirm whether the iframes in question are running in separate processes if you open Chrome's task manager and look for "Subframe:" rows for them.

A few site isolation issues were fixed recently in this area - can someone see if this problem still occurs with Chrome beta, dev, or canary releases?
Thanks! I confirmed with Chrome's task manager that it does indeed look like this managed device has Strict Site Isolation enabled as I'm seeing the "Subframe::" in Chrome's task manager (despite not seeing the flag turned on). I'm wagering that the issue is almost assuredly related to the flag, and not a general issue.

There are two things that might turn on Site Isolation in addition to chrome://flags - you might check:
- chrome://policy (for IsolateOrigins and/or SitePerProcess policies) to see if Site Isolation has been turned on via enterprise policy
- chrome://version (for 459a590c in "Variations" section) if Site Isolation has been turned on via field trial (note that trials should only be active for Dev and Canary channels).

Unable to reproduce this issue on Windows 10 with chrome Stable #65.0.3325.146, Beta #65.0.3325.125, Dev #66.0.3359.22, Canary #67.0.3368.0, tested with both enabling & disabling --site-per-proces flag.

Since TE doesn't able to repro the issue adding TE-NeedsTriageHelp label for further triage from dev team

shane.afsar@: Have you been updated to the latest Stable channel, Chrome 65? There were a number of bugs related to mouse click targeting out-of-process iframes in 64 that were resolved in 65. It seems likely that you might have hit one of them, but we'd appreciate verification.

I'm not able to repro the bug in 66.0.3359.67, and I expect it was fixed by the work in  issue 796651 .  I'll mark it fixed accordingly.
