Privileged UI should show real quota use, not 'bucketed' values

Issue description

https://www.flipkart.com/ - open in devtools responsive mode, and observe space usage in Application > Clear storage.

It goes up to 50mb, while the application is storing very little.

This appears to be due to the storage of opaque responses, which is triggering bucketing.

Bucketing is important for JS quota APIs, but I don't think it's needed for usage reports in privileged UI, such as devtools, and the 'site info' menu (https://twitter.com/anshulix/status/942653469676015616).

Yeah, you could imagine that we make "non-padded" sizes available through the UI in some way, e.g. in the cache storage inspector, and the overview.
