Swarming: implement Task "timeline" and "states" graphs in task page

- To be done with the current API calls, so no additional RPC is needed.
- This AI implies bootstrapping a graphing Polymer component.

UX:
- Just above "Task Timing Information" in the task page, add the "task timeline" horizontal timeline.
- Replace the current pie chart on the right hand of "Task Timing Information" with "task states" stacked graph.
- Idea: make them relatively small, with an "expand on hover/click". Depends on the flow, maybe always small is fine, will depend on how it feels.
