WebRTC data transfer consumes more CPU

Chrome Version: 65.0.3325.51 (65 Beta) in Windows, 65.0.3325.56 in Chromebook Daisy
OS: Windows 10, Chromebook Daisy 10323.21.0 Arm (Exynos 5 Dual

What steps will reproduce the problem?
(1) Go to https://webrtc.github.io/samples/src/content/datachannel/datatransfer/
(2) Click on "Generate and send data"
(3) Monitor the CPU consumption during the data transfer

What is the expected result?
Moderate CPU consumption

What happens instead?
High CPU consumption recorded
