Horrible images scroll effect in 66.0.3345.0

Application version:66.0.3345.0 canary
Operating system: 7

URLs (if applicable): chip.pl and many other

Steps to reproduce:
(1)open url and scroll

Expected result:
no graphic artifacts

Actual result:
artifacts, 66.0.3344.0 was OK, result of reverting https://bugs.chromium.org/p/chromium/issues/detail?id=809069 ?

Related to --root-layer-scrolls, doesn't repro without the flag. Looks similar to 808479 but that's been fixed and this issue still occurs in 66.0.3346.0.

Issue mentioned in #1 no longer reproducible on Tabs2/NRD90M having 66.0.3346.5 with the revert . Please verify if fix gets merged on to the new build..
