Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Connect two monitors to one graphics card 2. "Duplicate" the screen in the Windows settings (GTX 970) 3. Open YouTube or Twitch and watch a fullscreen video --> lagging. What is the expected behavior? It should not lag. What went wrong? There are numerous threads on the Internet on the subject of "Fullscreen lay YouTube/Twitch in Google Chrome", and any solution suggestions are suboptimal or do not even contribute to problem solving. The error does not result from Adobe Flash or activated hardware acceleration, but from two monitors plugged on one graphics card, which were configured in Windows as "duplicated". If the Windows settings are configured to only one monitor (Two monitors can still be connected to the graphics card), the bug no longer occurs and videos run smoothly in full-screen mode on YouTube or Twitch. I suspect the problem is Nvidia-specific, since the bug did not occur on my old R9 270X, but on my GTX 970. Did this work before? No Is it a problem with Flash or HTML5? I seem to recall this being a Windows bug, if you flag CHrome to launch with Windows 8 compatibility mode does it work? See issue 775898

Unfortunately Chrome doesn't even start with the Windows 8 compatibility mode. I don't think that this bug is (only) related to Windows since videos in fullscreen on Twitch or YouTube for example don't stutter in Microsoft Edge or Mozilla Firefox.

The issue also occurs if I start Chrome with no extensions and in "Incognito mode" by the way.

Thanks for your effort! In the meantime, the issue seems to be partially fixed, because I can not constantly reproduce it by connecting a second monitor and "duplicating" the screens. It now occurs partially, but not always as before. However, other browsers work permanently flawless. "--disable-direct-composition?" doesn't take any effect. Disabling the entire hardware acceleration, which I also tried, solves the issue on the other hand. But this isn't a good solution because the whole performance and graphics suffer immensively.
